Utah City Benchmarking
Project
The purpose is
to provide local governments
with a management tool
that supports their
decision-making process
in strategic planning,
performance improvement,
and accountability.
By identifying and establishing
standard performance
measures, this management
tool will facilitate
comparisons for any
given city against its
cluster of cities. Comparisons
will provide opportunities
for enhanced organizational
effectiveness through
the identification,
communication, and implementation
of appropriate best
practices.
The CPPA role is to help with project administration and assemble project data. This consists of finding the data in existing reports, including those issued by the United States Census Bureau, the Utah State Tax Commission, the Utah Department of Public Safety, and the Bureau of Economic and Business Research. We also survey the cities directly - gathering and recording data for the purpose of analysis.
Partners include: The Utah City Managers Association , The Utah League of Cities and Towns, and Brigham Young University George Romney Institute of Public Management

Utah Social Security Disability
Insurance (SSDI) 1 For 2
The Benefit
Offset Pilot Demonstration
(BOPD) Project is a random
assignment policy experiment
funded by the Social Security
Administration (SSA) to explore
implementation of a gradual
reduction of Social Security
Disability Insurance (SSDI)
benefits as income earnings
rise. Current SSDI rules
discourage individuals from
working. Social
Security Administration wants
to discover how to change
their policies so SSDI recipients
can increase their employment
and earnings without losing
all of their cash benefits.
A key aspect of the pilot
project is exploring how to
implement and administer a
benefit offset and make recommendations
on effective implementation
on a national basis. The
findings from the Pilot are
informing the Benefit Offset
National Demonstration (BOND)
Project which is presently
under development. Utah is
one of four states awarded
a Pilots project; the other
states are Vermont, Wisconsin
and Connecticut.
