PREFACE

These Proceedings are based on the Roundtable: "State Budgeting in the 13 Western States" held at the Western Political Science Association's Annual Meeting in Los Angeles, California, March 19-21, 1998. Jerry McBeath convened the Roundtable. The presenters at the Roundtable have subsequently revised and added to their remarks for this publication. Bob Huefner, F. Ted Hebert, and Carl Mott compiled and edited these Proceedings. All 13 Western states are covered. We think this publication will be useful to students of contemporary budgeting of the challenges in the Western states. We hope to convene and produce similar roundtables and Proceedings in future years. Permission is granted to reproduce this document, in whole or in part, for instructional purposes.
